Ang PAGCOR at apat na iba pang ahensya ng gobyerno ay nagsanib-pwersa para paigtingin ang kampanya kontra illegal online gambling.
COMBINE STRENGTHS
Wawakasan na ng Philippine Amusement and Gaming Corporation o PAGCOR ang illegal online gaming matapos na pumasok sa Mutual Cooperation Agreement sa pagitan ng Philippine National Police, National Bureau of Investigation, Bureau of Immigration at Office of Cybercrime sa ilalim ng Department of Justice. Ang pagbuo ng Inter Agency Council ay bilang pagtugon sa Executive Order no. 13 Series 2017 na ipinalabas ni pangulong Rodrigo Duterte noong Febuary 2, 2017 para sa pagpapaigting ng paglaban sa illegal online gaming.
Sa ilalim ng naturang EO ang PAGCOR ang mayroong kapangyarihan para pamahalaan lahat ng klaseng game of chance kabilang ang online gaming. Trabaho rin ng Inter Agency Council na magpapatupad ng kanilang sariling pamamaraan ng imbestigasyon kabilang ang digital forensic examination,gaming license validation,visa certifications at filling of appropriate criminal and administrative charges laban sa online gambling operators.
TAX LOSS
Sa ginanap na press conference, na-formalize ang commitment nang mga partner-agencies sa campaign na ito ng PAGCOR. Nagpahayag ng pagtitiwala si Chairman at CEO Andrea Domingo na hindi na muling mapag nanakawan ng Billion-billiong halaga ng Tax ang Gobyerno sa mga online Gambling Operations.
“We’ve been doing this for the last two years together with the investigative and enforcement arms of the government like the NBI and the PNP. We provide them with the information as well as certification kung sino ang mga online gaming na mayroong lisensya from PAGCOR at kung sino ang wala, sine-certify namin na wala,” bahayag ni PAGCOR Chairman and CEO Andrea Domingo.
Kanya pang pahayag na ang PAGCOR ay kumikita lamang dati ng average na P56 million annually mula sa online gaming operations. “When the current management strengthened PAGCOR’s regulatory authority over Philippine offshore gaming operators (POGO), we immediately saw its significant contributions to PAGCOR’s overall revenues. In 2016, POGO operations generated P657 million followed by P3.924 billion in 2017 and P7.365 billion in 2018,” pahayag pa ni Chairman Domingo.

LAW ENFORCEMENT
Samantala ibinahagi rin ni Director Guillermo Eleazar ng National Capital Region Police Office (NCRPO) ang kanilang karanasan sa nakalipas nilang mga operations against unlicensed online gambling operators. Ayon sa kanya ang mga information na kanilang natanggap mula sa PAGCOR ay napakahalaga sa naging success nang kanilang previous operations laban sa unlicensed online gambling operators.
“Lahat ng illegal gambling operators na-certify ng PAGCOR na walang permit nahuli namin. Kung may mga nag-iisip na may pumuprotekta sa mga ito (illegal gambling operators), dapat pag-raid namin, wala kaming aabutan. All our operations against illegal gambling turned out positive. So we appeal to the public to help us by giving us information and other leads,” pahayag pa ni Director Eleazar.
SHARING OF INFORMATION
Ang inter-agency council – sa mandate na pinagkaloob ng member-agency — Shall be responsible for gathering and sharing of intelligence information on illegal online gambling; exchange information on the developments in their activities; report and centralize data and information gathered on illegal gambling activities; provide manpower for intelligence operations, surveillance, raids, arrest and prosecution.
Ang Council ay naatasan rin na mag- implement nang kanilang sariling investigation procedures kasama na ang digital forensic examination, gaming license validation, visa certifications at filing ng appropriate criminal at administrative charges laban sa online gambling
operators.






IN ACCORDANCE WITH ITS CHARTER
Ang PAGCOR bilang central processing agency ay responsable sa mga nakukuhang data upang e-exercise ang operational control sa council at kanyang member-agencies. Ang state-run gaming firm na PAGCOR ay duty-bound na pondohan ang proyekto ng council at member-agencies, at ibahagi ang nararapat na assistance na naaayon sa kanilang charter.
